In order to avoid a major international crisis, the commander of a Soviet submarine asks Lieutenant Rozanov to move a sandbar off the shore of a New England island. Rozanov seeks help from the island's residents, including the police head and a vacationing television writer, while claiming to be a Norwegian sailor.
